Plastic radiator brackets

Hi, can anyone tell me that the purpose of the little plastic bits that fit over the metal bracket that fixes the radiator for the wall are for?

I have come across them on a rad I bought from B&Q. I think they are to allow the rad to move slightly when expanding & contracting.

I would have thought these limit there movement though? (sorry, I really dont have a clue about DIY)
I am missing one on my rad but is it worth the hassel of paying someone to take it off the wall so I can put it on?
 
They do -and let it expand quietly - old rads didn`t have them :idea: so if one`s not there it`s not an issue

I originally thought it might be to stop the heat warming up the bracket or something lol
I will sleep better now :)
