it happen when the washer fills also and it is another room. I also just replaced a new frost free tap outside.
if you really are in the states check the gate valve you used to turn the water off when you changed the faucet 
if however you are in england check the stoptap
or if the appliances are tank fed check the ballvalve in the cold tank

have you a pressure reducing valve on the incoming main
they don't bother in TN as the water press is crap

I live in TN and the pressure is high but I have a regulator and pressure is at 85psi
Maury, I have checked the regulator and it is working fine
how did you check it
