Float enough large polystyrene blocks on the water so when the tarp is laid over the poly will keep it level across the top and stop rainwater collecting on it and pushing it down onto/into the water. Top up the water if necessary but don't go above the Max line. Fit more blocks instead so they are flush or slightly proud of the pool edge.
