'Popper' plug won't stay down/seal

Hi.

In my downstairs toilet the sink basin has a popping plug in it. Push it down to seal push it in again to release it and drain the water. It has decided that it does not want to seal anymore. Pictures attached, any help will be greatly appreciated!
