Porch Panel and Insulation

Our front door is set back from the front of the house to create a kind of porch area with the first floor room overhanging. The roof of the porch was covered with a sort of uPVC panelling (3.61m x 66cm) and the spot lights didn't work. The house is only 5 years old so I've removed the panelling to see what was going on.

I've managed to fix the wiring but wondered what people recommended to replace the uPVC panelling that I destroyed when it was removed (it was really badly fitted anyway)? Also, in the very corner of the ceiling section I can see 2 white pipes which I'm presuming are the upstairs radiator pipes. I can't get to them properly as the gap is too tight but should I put some lagging around them as they seem pretty exposed to the cold air or is this some sort of ventilation gap? Would it be good idea to use something like 20mm Celotex PIR insulation board across the whole ceiling and then some cosmetic panelling over that to finish it?
