With a very few exceptions I would never charge if I could not diagnose a boiler fault. But so far it has never arisen that I could not diagnose a fault. Two did take three hours though but there were an extreme exception and was primarily because I did not use the correct testing method. That will never happen again though. Hindsight is valuable!
The only possible exceptions might be with some intermittent fault which rarely presents itself.
