Potterton Puma refill & no rad thermostat

I have just moved into a flat with central heating provided via a Potterton Puma 80e combi boiler. Two things I would like to find out,

How do you top up the CE pressure?

There is a one radiator without a thermostat, is this a system requirement or can I get one fitted to it?

the rad with no stat is meant to be like that as it acts as a by pass, to repressureise, try a seacrh for filling loop (you could try putting in my name too as i show a picture of a filling loop, i have a potty 100e, just up from your model)
