Powdery damp ceiling

The paint is flaking off my bathroom ceiling and I want to repaint it. I've sorted out condensation problems with an extractor fan and repainted the ceiling a few months ago but its already flaking. I've rubbed down flaking paint but artex underneath feels damp and powdery. What should I do to prepare this surface for emulsion painting.......PVA with water? What is a stabilizer? Can anyone recommend one for this job?

try a wet area paint,some acrylics are not suited in wet areas.
