Power flush necessary?

Our existing boiler is a Glow Worm British Gas 330+ installed in 2008.
It stopped working a couple of weeks ago and showed fault code F3. A local heating engineer company examined the boiler and said it showed signs of leaking. He recommended a new boiler as repairing could be expensive with the leak appearing elsewhere at a later date. It was reset and has worked fine since he attended.
They have quoted for a Worcester Bosch 30ri. I asked if they would power flush the system ( as a quote from British Gas said this must be done otherwise they would not undertake the job). Their reply was “we will flush the system although we would not recommend using a power flush due to pipework being under the floor screed”.
They also stated “Chemically cleanse and flush through the entire heating system including radiators to remove debris and contaminates, the system will then be treated with inhibiter increasing the reliability and efficiency of both the boiler and the system as a whole.”
My knowledge on this is zero and need advice. Who's right?

there is not a requirement for it to be powerflushed it can be done with chemicals and hot and cold flushes . BG will tell you it must be done because they charge £££ for it on top of boiler change price.
Also you could find you pay BG a premium for the install only for them to contract the job out
 
It doesn't need a powerflush. A powerflush involves high-flow water + chemical clean. However, chemical clean on its own will be adequate, and there's less risk of causing leaks. What the local company is telling you is correct.
