Power Flush Needed?

Combi boiler - 2 radiators and feed pipes stone cold (1 upstairs 1 downstairs) have had boiler switched on with upstairs radiator removed and no water came out from pipes....other radiators now changing to hot on top and cooler at the bottom. Have been told need power flush by one company and does'nt need a power flush by another - any advise please? :?
 
I would suspect valves or pipework problems, not a blockage.

If no water is coming out at all then there must be one hell of a blockage and to be honest, powerflushing is probably not going to clear it. Its unusual to have blockages like that on anything but conventional systems though.
 
hav u tried removing the valve. best with the system off as well. what sort of boiler is it.
