Normally, brass is too soft for anything but a slotted head. (Though having said that, I have got some specially hardened brass countersunk pozidrive screws; I can't remember the brand name and it's too late to go out to the workshop to have a look.)
In addition, in most cases where brass screws are used it's where a more decorative look is required, and pozidrive isn't considered decorative by everyone.
A brass screw with a Philips head doesn't bear thinking of.
