PP required? Replacing carport for shed

Advice/opinions needed…..
We have just moved into our new house. It’s set within a large plot with much of the garden being on the side and front elevation. There is currently a carport to the side of the property but well in front of the front elevation (if that makes sense!). It is old, wooden and in a bit of disrepair (roof needs replacing) It has 3 sides and roof so basically a garage without a door. Fits 2 cars in.

We would like to replace it with a wooden shed/outbuilding - smaller than the current carport but in the same area. As it’s a pre existing outbuilding we are replacing will we need planning permission?
 
Assuming there are no other anomalies, any part of it forward of the front wall would require PP. Unfortunately under planning law, once something is removed, the space it once occupied is then empty, ergo anything built in it's place is considered new.

So if it wasn’t removed and just made less of an eyesore PP isn’t needed?
 
Sure you can fix it up/repair it to your hearts content but consider how much you do, fully rebuilding a wall for instance can be seen as removing it and building something new in it's place (as above). Can it be seen from the road?
 
What if the current port was boarded up to make walls?
It would still be there.
