pre-heat on will it help prevent condensate freezing

as hedder my boiler has a preheat function currently turned off.
the condensate pipe has been freezing even though it goes into a "1 and a half pipe externally.must be starting to freeze in cavity before it goes external.my question is if the preheat was turned on would this help the freezing situation or not..pain in the ass these condensate pipes
