I'm gong to get some walls plastered as they're a mess, but others (generall th ones on brick walls) are pretty flat and just have some paint flaking away.

If I remove the loose paint and paint them again, will the gaps where paint has flaked off be glaringly obvious, or would a thick paint resolve?

not nessasarily.this depends on how thick the paint is that you scrape off.if it quite thick you can allways blend it in with fine filler and rub it down simon the builder

Personally I wouldn't mess around with them. Get a quote of your plasterer, it'll pay you in the long term.
