Problem with immersion heater

I've started having problems with my immersion heater, it isn't heating the water up as much as it used to.

It's on a timer and I've increased the amount of time it is on for in the hope that the colder weather might be affecting how long the water stays hot for but no luck. There is a second element and this still works fine. So am I correct in thinking the heater is probably dieing and needs replacing.

If so how do I got about doing this?

It's a pressurised system but no radiators or anything hooked up to it, just heats water for the hot water taps.
