problem with mortar

hi i have had new windows fitted and when the old windows were removed it left some damage to the reveal round the windows,which was filled with mortar which fell out so i tryed and the same happen again,i have tryed wetting the area and using upva and with no success.i have notice that there is some expanding foam at the back of the damage,can anyone tell me have to remedy this so i can finish off the reveal.

It sounds as though the foam is springing the repair out of its seat.

You need to hack away at the surface of the foam, maybe even cut it back slightly, thus exposing a rough surface.

Next apply some neat pva to the rough surface of the foam and then fill it out with thistle bonding then skim.

thanks noseall, i forgot to say it is on the outside reveal,do you think i could the same but use mortar instead.
