problem with water supply

Hi,

We have a problem with our water.

Sometimes when I turn tap on the water flows for a few seconds and then stops completely. If I then turn tap more it will come out ok.
This happens very often. I have a shared water supply with next doors.

What could be the reason for this?

A) shared supply

b) leak

c) mains problem?

When the water flows the pressure is ok. It's just that is suddenly stops at times.

Sounds like a dodgy tap. DOes the outside tap do it?
