Process to paint on tiles and stencil

Hey all,

What's the process to paint on floor tiles. I was going to sand the tiles (it's only a small porch that I'm doing.) and then paint. I'm not sure what paint to use since I've googled around and some have used normal emulsion, someone used chalk paint and other's used tile paint. For the stencil some have suggested acrylic. And then I'm not sure what is the sealer. I've looked around but didn't find what that is.

Oh and how much do I sand. Do I take the finish completly off or just a light rub?

Painting tiles is never very good. Especially if waking on but if you understand that and want to try then use tile paint then something like rocktop as a hard glaze.
