Does anyone make an EV charger that can integrate with the likes of octopus, WITHOUT relying on a cloud service or mobile app?

I would say, by definition, "no" because Octopus would be the "cloud service" in this instance.
One would think that in this age of "smart meters", the EVSE could connect to the HAN and get all the information it needs.
