Yes, I was essentially agreeing with you, with the caveat that the legislation was presumably 'well-intentioned'.

Although not an acceptable 'excuse', it may well be the case that since the legislators were used to the concept that the likes of MOTs, 'gas inspections', 'air worthiness inspections', structural surveys etc. etc. (even medical screening systems procedures) being such that they could 'generally be relied upon' (obviously with some exceptions), they 'assumed' (always dangerous, as we know!) that the same would be true of 'electrical safety inspections'?
