Can't see how there'd ALWAYS be a 12 percent drop.
If the valve creates a constriction, the drop will get worse as flow increases....
Also, this looks like a gadget which needs a SECOND working stopvalve upstream in case you ever need to change / fix it. Remember that your Good 'Ole Water Company probably no longer guarantees to provide a working SV in the street!
The surestop switch is used as a secondary stopvalve, it is not intended to replace the incoming stopcock, the normal stopcock must still be fitted and the surestop switch is fitted after this stopcock
