THey're old lath and plaster walls with a few small cracks and broekn paint, so in the hallway to save teh expense of plastering, I'm just going to paper over them then paint.

Do I need to rake out the cracks and fill so they wont appear again or will this not matter with lining paper going over them?

Always best to fill the cracks before lining but trying to make them perfect/invisible isnt necessary

good advice is always to fill up the walls best you can. but even thick grade lining paper wont hide very much, always use matt emulsion on ropey surfaces as it softens imperfections on the walls.

You can always line them twice. Once horizontally and then vertically over the top. This will help hiding imperfections in old walls.
