When applying plaster bond and also plasterboard adheisve to bare brick, do i have to pva with a 3:1 pva:water mix beforehand? Do i have to let it fully dry?

Use plastering pva. Yes you can let it dry as will seal better and give board adhesive chance to stay wet long enough to work with vs setting in minutes on dry surface.

Plastering pva livens back up with wet material on it which aids adhesion vs waterproof pva which don't.

Not exactly what your doing but this guy sealed before and you can watch how. He is using insulation but your using board. Skip the insulation bits...

So yes. Seal day before. They dot and dab away..

Its only plaster that needs applying over sticky pva and trust me. Us spreads have skimmed many surfaces where pva was dry by the time we got to it with no problems..

assuming you mean bonding coat , yes, or just soak the brickwork with water beforehand.
plasterboard adhesive to brick , no.
waste of time.

If your not quick without sealer on walls you will be having big trouble..

brickwork , smooth , low suction . no need. no harm in it though for bonding coat.
