PVA splashes highlighted by mist coat...can I?

there are a number of pva splashes as the plasterer fitted coving as he did the skim. Had the same prob in another room and it was difficult to remove such despite sanding etc. You can't tell until you paint even though I thought I had removed them

Can I touch them in with oil based undercoat and when dry touch in with watered down emulsion before applying a second coat?
