Pyronix Enforcer V10

I have just purchased and installed a Pyronix Enforcer V10. It does not power up on the Mains.

I have 230v at the incoming. I think faulty PSU?
20 years as an Electrician.

0v, assuming my meter probes are getting a good connection on the pins of the plug. Am I right in saying the PSU should give an output of 9-16V?
 
Had a reply. He has asked me to check for loose connections within the unit. If it's still the same, I'm sending it back and he is going to replace it with a new one.

Hi there, what happened with panel after...did you replace power supply OR complete unit....I have the same problem and ADI Bristol have informed me I need to de-install panel from customers property and return complete and they will exchange. My customer is really pi$$ed and I look a right tool...

ADI don't want to know.....I'd rather deal with Norbain than ADI.....bahhhhhh!
