Question about mains water pressure/connection

I wasn't expecting the dynamic pressure to increase, so I did it twice in case I was going crackers, results the same both times. I did notice the outside tap appears to be leaking a little bit from the gland when its on, whether this would have any effect on the pressure, I don't know.

That's not right - unless I'm going crackers too - static/standing pressure would usually always be higher and when the outlets are opened the pressure would usually drop, if anything, certainly wouldn't expect it to rise.
Also dynamic flow of 9.75 L/min with a dynamic pressure @ 3 bar wouldn't be expected either. With a 3 bar dynamic pressure I would expect a much higher flow rate than that.

Are those figures with the pipework as is and not been corrected?

Update after packing outside tap gland and fixing leak:

Static pressure: 1.9 bar

Dynamic pressure: 1.7 bar

Not touched the pipework yet.

OK - that's a bit more expected.

If your mains is only dropping .2 of a bar from static with 2 outlets open then your mains isn't that bad - seen a lot worse. Now it's time to check what you max flow is - ideally a check of the flow from as close to the end of the MDPE as possible. That'll provide a baseline to work with when it comes to the internal plumbing, I presume that the MDPE is connected to the outside toby @ the main?

Yes, MDPE connected to toby in street, believe they recently put a meter in it.
