Question regarding ginnel

There is a shared ginnel between our house and next door. We are in a long terrace and the bedrooms meet over the ginnel. There is a shared drain along the whole of the ginnel which takes waste from each downstairs toilet (in each house) to the main sewer.
Next door is doing house alterations.
They say they are putting washer, sink etc. in their house draining out through the alleyway wall and into this shared drain.
I don't know if the pipes will come out half way up the wall and then go into a hole in the ground in the ginnel and into the drain or if the pipes will come out beneath the ground in the ginnel to join the shared drain.
Can they do this without notifying me. They say they have plans passed and building control.
When we wanted to do this some years ago we were told no. Sink and washer must drain to the back of our property in our own land to the drain.

Sewer is shared, so is the Water Company's responsibility. They will need their permission and Building Control approval to make a new connection.
