Radiator in hallway leaking

Our radiator in hallway is leaking, it has a bulge in the radiator and small bit of water leaking from it. I have closed both valves on the radiator but problem is the room thermostat is in the hallway, do I need to set this lower now as hallway isn't going to warm up?

Also I noticed since I closed that radiator pressure on boiler is now going up to 2.5-3 (usually around 2 when hot) is this normal?

No it seems you have not fully closed the filling loop valves

Filling loop is closed. Pressure has been dropping gradually over last few months had to top it up about once a month to just over 1 (when hot goes to about 2). Today noticed that radiator was leaking slighly, closed both lock shield valves off and now when hot pressure gets up to 2.5-3. Restof radiators are heating up fine
 
How did you ensure the valves are closed on the filling loop???
