Radiator not heating up

As I said yesterday

If the problem rad is now working/ heating fully ,the other rads can be turned on . If problem rad starts to then lose heat ,the system needs balancing.
Still got this problem.

Radiator is not coming on if there's an overnight frost.

We've been in the loft and can see some of the pipes but there's no room to work.

Insulation is too big to go around the pipe any ideas?
