Radiator not hot

Hi all, first time poster.

I moved into my first home which is as old 1930’s built mid terraced property. Ever since moving in we’ve had one radiator that’s been an issue with not being hot at all (warm at best), the bottom is significantly cooler than the top. I’ve tried tackiling this issue myself with the help of YouTube.
It’s a single panel radiator which I bled, ensured the lockshield and trv are working and even removed from the wall and poured out all the gunk from inside. This week I’ve replaced the radiator to a type 22 and even put some inhibitor in. I’ve seen no significant change. The only thing I’ve noticed is when the heatings on pipe going into the trv doesn’t get hot.

Any advice and help will be appreciated.

Turns out that didnt budge anything, unfortunately still the same
 
OK, sounds like there may be a restriction on either the flow or return. Is the system sealed or open vent? Take the rad back off and then open one valve then the other and make sure there is plenty of flow from each side.
