Radiators-Half hot, half cold

We just got a lease on an old row house on the main level and have NO control over the heat temp or the boiler. The problem is that only half of the radiator coils get warm or hot. The other half stay cold. Im going to try to open the flow valve to let more water in to see if that works. Should I try and bleed the radiators as well? Or should I just leave all of this alone and let my landlord take care of it since I have no control over the temperature?? Thanks for the info.

A bit short on information here, which half is hot and which half is cold? and for all us from the otherside of the Atlantic, what is "old row" and "main level".

Lastly let your landlord do it, unless the terms of your lease give you the responsibility.
