Radiators not running very hot! advice please.

hello everyone i have found this site so im seeing if anyone can help.
i have a worcester boiler combi and 8 rads now they all dont seem to get that hot so that you cant touch(most of my friends are)
in particular the front room rad is very cool and all seem to be cooler at the bottom?
i have tried bleeding and all seem ok and the water that comes out all seem clear.
so any advice please.
if you need more info let me know.

If you have tried to balance, but no improvement, almost sure to be sludge, if yours is series I(eye), si, or junior, even more so.
Could be dying pump but unlikely
If your flow and return at the boiler are very hot, some muppet stuck a bypass in
I am presuming now that your have upped the boiler stat
