can anyone tell me if you can replace a radiator with heated towel rail and maintain the same amount of heat from it please

Well, if you get one with the same heat output 
Although you tend to need a larger towel rail than radiator due to the design, and remember once you cover them in towels the heat output will naturally reduce.
Do you have the sizes of your existing radiator and we can perhaps point you in the right direction?
