ive got an oil chs (2yrs old) in my holiday home but the rads only get hot at the top? ive looked on the forum but cant see yhis issue posted before.

yes it was a new build house. surely not sludge after this length of time? could it be something else?
Maybe they are badly balanced or you just haven't given them enough time to heat up before you checked them.
