Rain overflowing over guttering

The other day it rained quite hard and when I looked outside there was water coming over the top of the guttering. The guttering is plastic and only a few years old and is clear from debris.

What could be the problem? Is it just because the rain was quite hard?

Too much rain in short time, I think it about time manufactures make the gutter & downpipe wider to cope with today weather

Check any debris in the elbow downpipe is not blocked
 
Gutters & rainwater pipes are available in a variety of sizes, but all too often builders install a smaller size to keep material costs down. And of course if it's a dry season, it can be some time later when the heavy rain arrives.

A job I'm on is a huge victorian house about 200 years old, and the builder has replaced all the deep 5" cast-iron with cheap 4" plastic, and they just can't handle the rainfall.
