Raised block and beam patio.

I’ve got a raised balcony patio area on block and beam. It’s currently slabbed but they are lose and I’d like to lay porcelain tiles in their place.

Any advise on making the block and beam water tight prior to laying the tiles. I’d like to use the area underneath for storage but it currently leaks through the patio slabs.
 
Just coming back to this. I need to raise the area by 2 brick courses. This will be above DPC to reduce the step out the bifold doors. My plan is:

-Fit channel drains along house perimeter.
-Pour concrete slab 125mm thick straight onto exciting patio.
-Tile direct onto slab using outdoor tile advising and traditional tiling trowel.

Would this method be okay?
