Raising garden level

Hi All, after having tried all else to increase drainage in my garden (created new soakaway with land drains and all we got was a nice pond at the bottom of the garden !) I have decided to try raising the level by an inch or 2 by adding topsoil and reseeding the lawn.

Question is, is there a best process for adding new topsoil i.e should I dig the exisitng soil first or can I just lay the new topsoil on top of whatever is there ? I will be adding both screened topsoil and sand to try to encourage drainage.

All advice appreciated.

rotovate it over first then cover with sandy loam, which is ideal for grass seeding. you can get it perfectly flat and its easy to work for seed/turf work.
