rangemaster 110 oven won't go on main flame

hi i've got a leisure rangemaster 110 double oven which intermittently won't light the main flame, it just stays on low flame all the time, is this the heat sensor or just a blockage somewhere in the valve? any help appreciated:-

check the tube for the flame sensing device is in position on the burner should have a bracket
