rcd keeps tripping out

i was a works electrician for 20 yrs, but retired from that post 30 yrs ago,
i live in a mobile home on an old established site, electricity is supplied from a central sub station, were each home has it's own meter and rcd,
each home is earthed via an earth spike driven into the ground, the earth is also hard wired back to the sub station.
problem? if all power is switched off in a home the rcd in the sub station will sometimes trip out, if only one small light is left switched on the rcd never trips out. is there an answer?

not sure if you're supposed to put earth spikes AFTER the RCD..
