RCD Meter Tails?

All cables buried less than 50mm have to be RCD protected right?
What bout Meter Tails straight from Meter which are buried in walls?
 
They shouldn't be buried in the wall without any protection, they should be in earthed steel conduit at least or the installer should have used SWA depending on the length of the run between the meter and the CU. Of course there probably are many homes out there that do have unprotected CU tails in the wall but that doesn't make it right.
