rcd plug socket not working

Its in the garage. Cant remember using before. However tried it today. Tried plugging in things and nothing works.
Pressed the reset and test buttons and apart from a little buzzing noise no power.
The wooden strip on the right has cable going to the roof light and it works. There is another plug socket in garage and it also works.
The main board is behind that wall in the kitchen pantry.
Just wondering what the set up here is and where the problem lies.

It's busted.
If there is an RCD in the consumer unit, you don't need one in the socket.
If the consumer unit doesn't have RCDs, it's 30 years past the date it should have.
