It is a legal requirement to comply with the Building Regulations. Those regulations require that "reasonable provision shall be made, etc, etc" and then go on, in the approved documents to explain what is meant by that reasonable provision.

So, legally, you are required to do the job to a certain minimum standard. In the case of wiring, BS 7671 is the model standard.
