ihave a outhouse with a concerte roof that is leaking i want to felt it what is the best way to do it

Bond some flat deck insulation boards directly to the concrete then three ply felt it or similar.

Buy some liquid brush on sealant, put it on with a yard broom. There are so many amazing chemicals on the market today you don't really need to go to the trouble of major work like boarding or felting.
