Re-Painting Rooms - Smoker's House

Hello

I have to redecorate my fathers bungalow. He has lived there for 5 years and it was freshly decorated for him.

He mainly smokes in the one room - between 20 and 30 per day. Is there anything I should do to treat the surfaces before painting?

Also, all the woodwork is oil bound gloss which has yellowed. If I give this a really good rub down can I use a waterbased undercoat and gloss?

I would give it all a wash down with sugar soap, and you may need to stain block aswell if there's bad stains but if you give the ceiling and walls a coat or two of white (use contract matt) then you should be able to see any problem stains.

As for the woodwork, sand smooth wash down then undercoat and topcoat.
