Thank you for your suggestions. I certainly can take the old bitumen from the back of the wood blocks but cleaning the bitumen off the concrete flooring is another matter. As the concrete was painted fully with bitumen cleaning it off would disturb the adjacent good blocks. Could the answer be to paint the old bitumen with PVA before using the recommended wood block adhesive?

If it's only a few blocks the bitumen on the floor can stay, as long it's level. the bonding time of the adhesive willbe a bit longer.
