Not sure I understand that one
Been going through my surveyors report and no mention of polystyrene!!
That's probably because it's just rubbish that's been left there, so why would a surveyor mention it?
I'm with everyone else - it's polystyrene. Just get on and clear it out - use mask and gloves etc as previously suggested if you're that unsure. It won't kill you, but if it does, you can come back and tell me I was wrong.
