"Where 25% or more of an external wall is re-built, re-rendered, re-clad externally or re-plastered, re-lined internally then building regulations will apply".

You have been warned. :P

But in answer to the first part, yes you could demolish the outer skin and re-build.

Doesn't treally work like that; you won’t need planning but what your doing is more than just maintenance & it must comply with current Building Regulations & because your changing things, a submission should be made but as long as you’re aware & take account of the 24% rule, you should be OK.

After propping, I completely demolished & rebuilt the 6m front elevation of a 40 year old extension we have here to get rid of & integrate the space taken up by an old internal heating oil tank installation, dustbin cupboard & redundant back door. BI was happy with my just rebuilding a new cavity wall to the front elevation to current insulation standards but also wanted to inspect the new lintel installations I made for a 1.8m set of French doors a small office window to the side elevation.

From my recent conversation with my local planning control officer, changing external door positions might require planning consent.
