Recycle Bin problem in Vista

Hi

My Recycle Bin in Vista has never worked properly.

When I delete a file or folder, it does not appear in my Recycle Bin after I have double clicked on it, I have made sure that the "Do not move files to the Recycle Bin, remove files immediately when deleted" is unchecked.

In properties The setting for selected location is checked as "Custom Size" max size being 13971mb
The Recycle Bin location is highlighted as Local Disk D 232gb I did try to change the location to Vista C, clicked apply but it reverted back to the Custom size again.

Any advice would be truly appreciated.
