some off cement between red bricks on house has cracked and fallen out is it best to clean out where damage is and then re cement

It will depend upon how bad the damage is.

Usually re-pointing the brickwork is healthy thing but using the wrong type of pointing can be destructive and look poor.

bamage is only small why does this happen

It could be down to localised movement, location exposure i.e. north east facade, physical damage, who knows?

wats the best way to go about this?

angle grind out about half a inch then push the mortor in as tight as poss then finish the exposed but as tidly as poss?
