1. Are the taps new ones, or the originals?
2. If original, problem likely to be in pipework.
3. If new:
3a. Are they suitable for the setup you have (high or low pressure (high not likely to be a problem)).
3b. If suitable, problem likely to lie in the flexible connections or pipework.
4. If isolation valve has a plastic handle, is the handle actually turning the valve?

Probably have to get the pipe to tap disconnected at isolating valve and checked for flow.
Valve could be faulty or blocked.
Flexi hose could be kinked or blocked,
Or tap could have piece of solder or crud inside narrow waterways.
The screw in aerator on end of tap nozzle could be blocked and need removed.
Tap might be only suitable for high pressure supplies and hot maybe gravity fed?
Bathroom fitters doing plumbing work should really be actual plumbers imo

Thanks for all your advice. The tap is a new monobloc type. The hot is run from a cylinder on the same floor as the bathroom. It all worked ok before the refit. The hot runs ok from the bath and the cold runs perfectly. From your comments it would seem that Flexi tap connectors could be the problem.
I bought it all from Wickes who advised me on the whole project and used their fitters
